Flash is proprietary (nowadays obsolete) de-facto standard from Adobe, which has had only couple of partially working open source implementations besides the Flash support in web-browsers.

It does vector graphics animation, controlled by Java/ActionScript engine (for historical reasons players actually have two versions of those engines), and includes networked multimedia / video framework. That kind of combination is something that I don't think anybody to expect to work on Atari machines at acceptable speeds, even if by some miracle somebody could add Atari platform support to the those ancient open source implementations.

What could be useful is a SWF converter to a format more adapted to Atari.

That is based on one of the opensource libraries @eero mentioned. Even if you can get it to compile and work on Atari, you will never be able to achieve decent framerates on stock machines. And even then, it may be of no much use. If you have a SWF file that is accessible locally, it's much easier to convert it some format that is e.g supported by mplay. If is not accessible locally, and only accessed by some webpage, you can only hope that some webbrowser will support it (and that most likely will be only netsurf, if at all).

Not to mention that thankfully Flash is not in use anymore.
It was a bogus technology from the start and I never saw a serious website using it. It was always only flashy adverts and fronts but never content.

If I remember correctly (it was 20 years ago) there was a Flash 3 port for MiNT.
