I also use a 12V fan from an old graphics accelerator with the MISTer, I have it running on 5V. Some 12V fans will work at 5V, they will spin slower and be quieter, but with a reduced airflow of course.

Pretty much useless. No video output, not enough gpio for SDRAM connection.
There are many FPGA boards around. It doesn't mean all of them should be listed here. For MiSTer porting it must have some specific features.
At least MyIR Z7020 board is more suitable than any listed above.
