Nobody using Windows has contributed code for that to Hatari.
(Hatari developers don't have Windows install with which they could develop / test Windows specific changes, so all such things need to be contributed by Hatari's Windows users. So far none of those Windows users has been interested enough in this kind of feature to contribute it to Hatari.)

One can already edit the paths in the Hatari configuration file. Different paths in the configuration file can point to different drives. One can also use different config files for different drives, and have on desktop Hatari shortcuts for these ("hatari --configfile <file>").
