Yeah, I have been thinking of this for a while now. try trace down these "well" coded game.
It would be nice to get some help on this task :)

For a start of the list :

I think that lists are not correct. Some games may need 2 VBLs for generating screen, what is still pretty good.
Carrier Command is for sure not 1 VBL. Framerate depends much from scene complexity. It has of course one of the fastest 3D codes, but 50 fps 3D on Atari ... please :D

It would be best to check first, and then make lists. Easy with TV card in PC and proper capturing SW.

Carrier Command:
http://www.youtube.com/watch?v=uZKCTABQtQQ - I don't see that it is good way of examining . But as it is case of framerate going below 10 fps may serve ...

Much better visible with Virtual Dub or some good player (Media Player Classic), where can walk frame-by frame .
http://atari.8bitchip.info/50fps.rar - 11 MB, with 3 AVI files: Carrier Command, Nebulus & Eliminator.

Carrier Command needs 4 frames ( of 20mS when in PAL) to generate and show new phase in title animation. And it is simple case. At manta take-off seq. it goes up to 8 frames, so 6.2 fps only.

Eliminator: clearly visible that uses 3 frames for doing new phase. So, 50/3 fps = 17 fps .

Nebulus: best among this 3: 25 fps .

Done with STE, 8 MHz CPU. If don't believe that captured at true 50 fps watch mouse movement before starting games :D

Here is what I tested furthermore:

Resolution 101: - probably fastest polygon 3D (with some sprites) - min 3 frames for update, so max 17 fps .
Simulcra: min 4 frames for update, so 12.5 fps .

Backlash and very similar Encounter: 25 fps constantly
Magic Boy: 25 fps

Stardust: only player's ship is 50 fps, rest is 25 fps - see attachment.

Following 3 is the winner:
Goldrunner, Sideways and Heartland 2000 - true 50 fps .

I must say again - I doub in lists posted here. But I will not check myself all mentioned. It is not rare here, to see posts full with unproven claims :(
Vroom is not 50 fps, for sure. It seems that people very easy consider 25 fps as 50 fps as it looks very smooth .

It seems that what you listed is really 50 fps :D Now, considering "well coded" . Surely are well coded. But achieving 50 fps in games like Airball or No Buddies Land is not too hard - because only few objects moving. What I consider as 'great coding' is where is scrolling for instance. Even greater coding is needed for 3D .
Backlash runs pretty smooth with his sprite based 3D - constant 25 fps. And looks fine. Only that game varies almost nothing.

Assuming your right,
1) It's another reason Goldrunner is such a great game and looks so smooth.
2) It may be one reason why STeem emulation on LCD displays is not good (need true 50hz or 100hz CRT for correct emu).

Also, Super Sprint has always been one of the most enjoyable ST games, maybe that's a reason too (nothing as challenging as scrolling, of course).

Yes, if PC display can not run on multiple or 1x of framerate it will suck. Better said you will get diverse distorsions in screen. Or jerky movement.

Yes, that is the game, I think it is the best 8 way scroller on a normal ST.

Warp is rather smooth, from what I remember.

I'd also suggest Quartz - It looked really good; smooth scrolling (4 directional at certain levels.. or was it 8 directions?) lots of stuff happening on screen, a great soundtrack and I only remember it slowing at particularly busy points. It was also good fun to play.

Having just grabbed a copy from planetemu and playing it using Hatari I can confirm it is eight-way scrolling. Parallax (or that effect) on most levels. I can also confirm that despite the game offering a trade off in power-ups for energy several times, I was handed my arse on a plate by level two (those asteroids coming toward you are unfair!!). Good game, and I'm going to give it another go after posting this. :)
