Problems with formatting disks

Most of my Atari stuff is more than 10 years old, but works fine in general. The biggest problem I have is, that many disks can't be formated. If I try it with fcopypro, I get the error: Disk has not reached track 0 (or something similar).
Now I would like to know, where the problem can be located. Is it the floppy-drive, the controller or are the disks too old?

It seems your drive is too old.

All your floopy cant be dead ! ... I cant believe it :)

you need to reformat them on a pc to 720k
then again in the atari using the same drive
