1: I say the 3 pin are not on the right side but it's not so important because i can easely make a connection with Arduino wire or other short wire.
2: Most important, i think the 2x20 pin are shifted. In this case, the top 20 holes are empty. I think it's dangerous for the board and my DE10-nano.

You should have a full refund and the SELLER should apologize to you.
This thing as NO chance to work and was not tested.
I got one of these, I ordered Arduino male to female cables and it works well.
