I’ve never done something with the 68060 cpu. But why not using the instruction cache?
The small loop will easily fit into the cache and then just read & write.

Perhaps I’ve missed something?

This project is really interesting to follow. Great work Anima! The background tiles above, is this the tiles for every level? I suppose it's. I think you need to at least create a color palette for every level. I can see troubles to change color during a level, coz it will affect code you don't wan...

Is it possible to move the blitter parts earlier in the vbl? Try that.
Even if you have a additional stabilizer on every vbl you will drop the border that particular frame. But it's better than constantly shifted bitplanes.

On top of that I'm a shmups fan and collector.
The Gradius serie is one of my fave games.
I'm an old 68k coder & pixel artist with more than one unfinished shooter (in fact not even half way...)
