Re-reading there are 4, are they under the floppy drive? That would make sense to me as far as being replaced.
Top cover will remove if indeed its the floppy bolts without loosing them.
You have to pull slightly on the top cover when taking it over just below the front of drive.

In some cases, I have connected additional 12v devices to AT supplies. In my case, a hard disk helped get the supply working. This was not using a CT.

Being that close, maybe Brad would loan out a diagnostic cart. You really don't learn a lot from one, but unless something is totally amiss, should let the machine boot if it is indeed related to NVRAM or ROM. If its the RST switch, the cart might be a good indicator as you "ain't going nowhere...

Not an expert, have a dead bird myself :(
First thing the Falcon does at boot is look for a magic number to see if it should boot from the cartridge port, else boot from ROM.
Might give you a few more traces to ring out.
